What it does

Once installed, the agent reads a specification file, checks whether each requirement already exists in the codebase, and searches existing GitHub issues to avoid duplicates. For each requirement still missing, it opens a new GitHub issue using the feature_request.yml template, with a requirement ID title, a description, implementation guidance and acceptance criteria. It is a workflow recipe for turning a spec into a tracked backlog.

Great for

  • Teams that keep product or technical specs and want missing features tracked as GitHub issues
  • Maintainers reviewing whether a spec has been fully built out
  • Project leads who want a consistent issue format for each requirement

Skip it if

  • Projects without a written specification file, since there is nothing to extract requirements from
  • Repositories where you do not want the agent creating issues automatically, because it writes to the live issue tracker and may file many issues at once
  • Requirements that are ambiguous or still under discussion, since the generated issues may be inaccurate without human review

Try asking

  • “Create GitHub issues for the unimplemented requirements in spec/checkout-spec.md”
  • “Check which requirements in my specification file are not yet in the codebase and file issues for them”
  • “Turn each requirement in this spec into a feature request issue, skipping any that already have issues”

Install in 3 steps

  1. 1

    Download the skill

    The ZIP contains the 1 original files, the MIT licence and an attribution note.

    create-github-issues-for-unmet-specification-requirements.zip
  2. 2

    Add it to your agent

    Claude Code (all projects)

    mkdir -p ~/.claude/skills && unzip create-github-issues-for-unmet-specification-requirements.zip -d ~/.claude/skills/

    Claude Code / Agent SDK (this project only)

    mkdir -p .claude/skills && unzip create-github-issues-for-unmet-specification-requirements.zip -d .claude/skills/

    Claude apps (web/desktop): Settings → Capabilities → Skills → Upload skill, and choose the ZIP.

  3. 3

    Ask for the task

    No special command needed — the agent reads the skill's description and loads it when your request matches. Try one of the prompts above.

Get better results

  • Review the agent's list of requirements and codebase findings before letting it create issues, since it judges implementation status itself.
  • Point it at a specific spec file so it works on a bounded set of requirements.
  • Confirm your repository's feature_request.yml template exists, or expect the default template fallback.
