Once installed, the agent stops treating a research proposal as a one-shot text request. It first asks for or builds a source-backed evidence table and argument map, writes each section against an explicit contract of allowed and forbidden claims, and then runs a multi-stage review (content experts, then language cleanup, then format and citation checks, then scoring against a threshold). It also supports partial-proposal scoping and exporting to .md and .docx. Some reference files and an export step are referenced in the instructions, and the scripts and templates they point to are not included in the files reviewed.
